k = 9/[-27*(r^3)]

= (-1/3)*(1/r^3)

Assuming you meant r decreases by a factor of 3.
Now, k becomes (-1/3)*(1/[r/3^3]) = (-1/3)*(1/r^3)*27

this means k got multiplied by 27

Even i thought that it should be done like this, but i am not to figure out while decreasing by 3
do we actually divide by 3. As per looking at the option that is all possible they are doing it.
But i am not able not fully convinced with this sort of decreasing.

We divide by 3 since the question says it reduces by a factor of 3, not just by 3 alone. If something increases or decreases by a factor of x, then you multiply or divide by x.

I presume its 'r', only then the question would make sense.
