170. The proposal to hire ten new police officers in Middletown is quite foolish. There is sufficient funding to pay
the salaries of the new officers, but not the salaries of additional court and prison employees to process the
increased caseload of arrests and convictions that new officers usually generate.
Which of the following, if true, will most seriously weaken the conclusion drawn above?

(D) In most United States cities, not all arrests result in convictions, and not all convictions result in prison terms.

Does D not address the entire argument ? Does it not imply that --> if more police causes less action due to fear then there may not be more judge required
what if new officers do NOT generated
what is new officers generate but do not rquired the additional officers
therefore does it not weaken the argument

(E) Middletown's ratio of police officers to citizens has reached a level at which an increase in the number of officers will have a deterrent effect on crime.

Why is E more applicable

Why is E more applicable
Hi, you can see (D), which stated that not all arrest result in the conviction bla bla... But, the number of arrest still improve. That is the content in the argument which said that " ...to process the increased caseload of arrests and convictions that new officers usually generate"

So, D definitely strengthen.

(E) is correct choice. Improving 10 police office will help the number of crime decrease (deterrent effect on crime). So, the argument is wrong.
