(A) out, the passage doesn't discuss implementation speed

(C) out, goes against the passage. Those with the highest output of effluents would be least likely to favor controls

(E) out, the passage doesn't talk about the impact of damage. It talks about controls

(D) is out for me, all is too strongly worded IMO. Additionally, the passage speaks about not creating excessive controls. Controls on all effluents seem excessive to me.

(B) is the best answer.
