"Possessive Pronouns are always after Posessive nouns

if a possessive pronoun PRECEDES a possessive noun, then the assumption is that it DOESN'T stand for that noun

I have this rule in my flashcard but I am not able to verify it, can some one confirm this rule?

Yes u have got the rule right. I recollect Ron mentioning it in one of his posts.

Take a look at the following example (from Manhattan SC Guide):

His mother talked with Joe's father.

here possessive pronoun 'his' does not stand for the noun 'Joe'

the sentence means as though someone's mother talked with Joe's father.

Correct sentence would be - Joe's mother talked with his father.

here his refers back to noun Joe.
