Assumption:
New police officers will arrest more people.

Answer:
An increase in the number of police officers will deter crime.

The conclusion assumes new officers will arrest more people, the answer concludes an increase in the number of police officers will deter people from crime therefore, the number of people to arrest will not increase because there will be less crime. This weakens the conclusion.

I realized what I did wrong, I looked at arrests and convictions as 2 different things. However, the passage suggests they're equal, in that they will increase the caseload for workers. D treats these two as seperate and not equal.

Moreover, option D is more generalized.It states about the whole country itself but the argument is about middletown.

So, this option can be eliminated.
