I am not able to find clear reference for IT in C, D and E.
Is OA A?

"It" refers to the group of airline carriers..Collective noun..
anyways constructions other than A and B are simply awkard

I choose A too...

I think the answer is A.

First of all, eliminate C,D, and E.
Reason- "it" in the middle of the sentence does not refer back to any of nouns.
"it" cannot refer to "airline carriers" because "it" is a singluar and "airline carriers" are plural. It is not even collective nouns because after "airline carriers", the verb "are" is used.

then why B is wrong...
Take a look at "price-sensitive passengers" part.
B can be the answer but A is more succint, and concise.

you know the GMAT SC rule.
"Brevity and Concise"

B is wordy compare with A.

Therefore, A is the correct answer.

one more thing to add,

C and D is wrong because each uses "may" when the original sentence uses "are able to".

you cannot simply change the meaning of the sentence by using uncertainty words such as maybe, might, would,....etc.

You need to stick to the meaning of the original sentence as much as you can.
