Because of plunging prices for computer chips, which is due to an oversupply,......

This is one of the wrong answer choices. GMAT's explanation says that "which" refers to "prices", therefore, needs a plural verb "are". But I thought ",which" can only refer to the noun that it is touching, isn't it?
