Had the Option A been like the below sentence would it be right.

Plays by Aphra Behn performed by the Duke's company, and published in england in the 1970s made here one of the first female authors to earn a living by writing.

I read from a source that ',and' can be used
for a list of items or to join two complete sentences
For list
1. I like A, and B or I like A,B, and C. ---- A,B, and c should a list. But can list include clause
or should the list contain only nouns
E.g I like to study, and to read

2. College accreditation boards are implementing standards that would require faculty at even the smalles schools to conduct and publish academic research, to teach undergraduate and graduate level courses, and to provide minimum servie to their universities

This option is similar to option A and why is this sentence right

Had the sentence contained only two lists can we still use ',and'
