According to me The First Bold Faced sentence is an Evidence...My reasoning goes as follows:

They reason that since top executives evidently have faith in the bank’s financial soundness, those worrisome rumors must be false.

the trigger word here is "since" and hence it makes me believe that what follow after that in ths particular snetence is the evidence and "those worrisome rumors must be false" --> Conclusion.
