I guess this is a case of subjunctive mood.
Thats why it is A.

For Eg:
Incorrect: His requirement is that everyone is computer literate.

Correct: His requirement is that everyone be computer literate.
(Subordinate clause follows main clause with a demand.)

When it is - "of not being named in the story" the question arises of not what being named in the story?, where as, when it is -" condition that they not be named in the story it brings more clarity", to the intended meaning.

When you are given a condition it must be followed by the infinitive form. After someone has given an order, or in this case a condition, choose the to be verb form.[/i]
