why is B incorrect ?
How could a strike that lasted only 1 month affect the companys deliveries so drastically that the company ended up at the last place .

B. Laying off 10% of the employee might or might not have effect the delivery rate, because for example, 10% of the employee who got fired could be employee who were working with non-delivery related stuff.

D. This was a "company-wide" strike, which means nobody really worked.

I understand how you could refute by saying "but it lasted only one month", but it's a statement that "most contributes" to the explanation; D is better than any other answer choices.

The answer to a strengthen does not have to prove beyond doubt the plausability of the conclusion happening .Nor does the ans. to a weaken quest have to totally destroy the argument .It just has to make the argument seem a bit unlikely .
