A) Insufficient. The LCD of x/y and 1/3 is 6.
Here, y can be either 2 or 6. (Or it can be even 12, when x is 2)

B) Insufficient.
x is 1, Again y can be either 2 or 6.

(A) and (B) together are not even sufficient. (Y can have two values. 2 or 6)
