The answer is 3.3...

Assuming q to be the qty(weight) and p to be the price we need to find ,
1.98 q = p* 0.6 q,
p = 1.98/0.6= 3.3

Lets say we have 10 pounds of ground beef

Total cost of 10 pounds is 10*1.98 = 19.8

Given steak is 60 % the weight of ground beef (i.e. 40% less in weight)

Steak weight = 60/100 * 10 = 6 pds

So 6 pounds of steak cost the same 19.8 $

Price of 1 pound of steak = 19.8/6 = $ 3.30

I guess a even simpler approach would have been

1 pound of ground beef $ 1.98

.6 pounds of steak cost the same $1.98

Therefore 1 pound of steak costs = 1.98 / .6 = 3.3

I just picked 10 to start with in the last solution

i think i miscalculated..
1 pound = 1.98
.6pound =1.98
1 pound = 1.98/.6 =1980/600 =198/60 = 3.3...got it now.
