We can plug in the answers, which represent the value of X.
Since X rounded to the nearest 100 must be 2/3 GREATER than X rounded to the nearest 10, the correct answer must be a value that rounds UP quite a bit to the nearest 100.

64 rounded to the nearest 10 = 60.
64 rounded to the nearest 100 = 100.
