"Some people claim that the measure of a successful government is in how well it directly supports the poorer members of society. Others claim that if the government focuses on lifting the wealthier members, the benefits will reverberate throughout the social structure and the standard of living will rise for everyone."


Some people claim that the measure of success for a government is based on how well the government supports the poorer members of the society. However, others claim that the government needs to focus on lifting the wealthier members which in turn will benefit the social structure and standard of living for everyone. In this argument I tend need to agree with the former and would like to refute the latter.

First consider the example of how U.S President Obama is planning on getting a reformed medical plan. This will benefit all the seniors, veterans, disabled and poor communities. This national plan is going to help the needy people. If such a plan comes in to effect then it would be a huge success for the government and one which has never been achieved in the history of any government. Currently only people who has money can afford a health plan.

People of the United States are going through one of the nations worst economy. The housing industry which has been the mess of all this economic crisis needs help. Obama is proposing a plan for helping the poor needy people who are badly in need of ways to save their house without foreclosing. If the current government can help these people then that would be a huge success.

On the contrary consider the example of insurance company giant AIG. The government has paid amounts close to 120 billion dollars as bailout package. The company instead of focusing on building the broken business by using that money paid out millions of dollars as bonuses to their employees. Actions such as this is embarrassing to the government since they need to answer the tax payers for such a hideous act. When in fact the government was hoping that this will reverbarate through and increase the standard of living for everyone by brining the economy back on its feet

Finally consider the a country such as India. The government has many programs that support the poorer society. One such example is the student quota for SCST community which allows people from poor communities to get into schools and compete against the people who can afford such a program. The result is that today there are numerous postings which these graduates hold and this is one of the governments success and a big showcase during reelection.

How about this approach ?

The issue states that some people claim that the measure of a successful government is in how well it directly supports the poorer members of society and it further says that Others claim that if the government focuses on lifting the wealthier members, the benefits will reverberate throughout the social structure and the standard of living will rise for everyone. The issue is a very genuine one and practically every government worldwide has been contemplating and continuously working towards this. Some countries have been able to bridge the gap between the poor and rich people whereas most of the countries are still struggling with this challenging issue.

For example lets take the case of socialist countries like China and Russia. The government in these countries has been more oriented towards the people of the lower class, labours etc and government gave a lot of autonomy to the labour union who represented the working and not so affluent sections of the society. The labour unions grew really powerful and often turned notorious. The capitalists and industrialist started feeling the pinch in functioning smoothly and taking tough decisions in tough times. As a result the political environment contributed little towards the growth of the poor members of the society. Perhaps the ones who got benefitted were the labour union members as they grew really powerful.

On the other hand, countries like the United States had capitalists who grew by leaps and bounds and flourished under the regin of the government. Unlike what the issue claims, the affluence of the richer people never percolated to the weaker segments of the society. Today, United States has an unprecedented high number of unemployment, increased crime rate and poverty is also increasing. The rich people continue to stay unaffected whereas the poor ones never felt the reverberation of growing wealth of certain people.

If we look at a country like India and Brazil where the approach is more moderate and is not one one side then we will see that GDP in these countries has been growing at a faster rate than any other country. A section of the government plans and allocates funds to contribute towards the growth of the poorer members of the society. The government comes up with shorter check points for example in India government has a check point called 5 year plan. Every 5 years the government sets milestones for the overall nation's growth target. It then individually adresses the sub plans and implements ideas for the upliftment of members from weaker section of the society. These plans are monitored and supervised by highly qualified members of civil services. Also, when big industries propose a new setup the government sets a mandate for the industries to give preferences to the lower section of society. This ensures that when the industries grow and make wealth the same reverberates down to weaker sections as well. Also, government hand holds the weaker people by giving them reservations based on their weaknesses.

Hence it can be concluded that a well balanced approach has to be taken in consideration so that there comes a balance in the society and more support can be given to poor members as well as the benefits of prosperity in richer sections also gets realized by the poor people.
