"Responsibility for preserving the natural environment ultimately belongs to each individual person, not to government."

Response

Natural environment plays a vital role in our day to day life and its preservation is must. This may include all type of pollution control, plantation and natural resource like gas, petrol etc preservation. As per a scientific prophetic if we fail to preserve natural environment we may end up melted mountains and carbon dioxide only and everyone would struggle for oxygen. The issue who all should be responsible for natural environment preservation is interesting and controversial. On hand it seems everyone individually is responsible for it; however on the other hand without government support it's really difficult to execute at a broader level. Here I agree with author that every individual is responsible for natural environment preserving.

Chief reason for this is without individual awareness, support and eagerness any government policy would not workout and its we only those are much closer to the problem and it's solution. For an example if government launch a policy that states cutting trees would be treated as an offence and if got caught may have imprisonment up to 2 years, however on the opposite being an individual I am not willing to take it because I am in tree cutting supporting business . So In such cases until or unless individual is not aware of the repercussion and is not taking his or her own responsibility, none of the government policy would workout. As an second example people may keep on driving on congested road despite of government continuous effort on petrol save. This would only end up while we as an individual understands the need for petrol save and taking responsibility by our none.
We have seen several countries are campaigning on tress save by the slogan "Save paper, save tree", however the response is not that much exciting as somehow people are not taking under their responsibilities umbrella, specifically in developing countries. Developing countries people have their mind set totally on their earning and supporting their family, for them all other issues government has to take care.
If we take this issue at a broader level, recently in G3 summit leaders put Global warming issues(in the form of a policy) and their possible solution , one of them was to cut down carbon emission by each country . Till now none of the country is agreed to take this in execution and still blame game is going on. And I am sure the movements they start thinking that it's our own responsibility and we have do solve it individually, Carbon emission would go down significantly.

Those who disagree with this statement might argue that without government help, force and willingness bigger issues like natural environment preservation can't be addressed. As generally individual don't have that much of sense individually that's the government only who would inspire them. However it overlooks the real picture that until or unless individual has it's mind set on a particular issue, they would not put their heart and soul in it, in spite of government best trial like best policies and practices are in place.

In sum, I have argued that to preserve natural environment individual has to take it in his/her own responsibilities bucket, none of government efforts would impact that much. This view will become increasingly in coming century given the fact that without individual awareness, efforts, support and responsibility natural environmental preservation would be impossible though the government may launch 'N' number of policy to get it done .Many of the issues is never been be resolved for everybody satisfaction but in long run it is required and will lead to betterment of all involved. Finally natural environment preservation is everyone individual responsibility rather than Government.
