essay question -- need help

Hi guys, I would really appreciate if u can suggest some flaws in the argument. Here are the details of the argument:

In October 2001, 200 students of university XXX march to the city capitol to protest against the substantial cuts in funds for the university by state. There are 12,000 students in the university and only 200 students are having problems therefore the cuts in funds is not a serious issue and therefore the state government should not consider their demands.

Generally, i have seen arguments where one can easily find out at least one flawed premise + assumption. Here, i'm not able to figure that out positively. The major flaw i can say here is based on the RATIO the author is suggesting something which is incorrect. Please suggest other possible flaws???

Flaws:
1.maybe the 12000 students are represented by those 200 students
2.maybe the march of more than 200 students is not allowed as it can create a mob, security concerns.
