Setting Up Your Scratch Pad

I had seen a link to a great blog about how to set up your scratch pad a couple of weeks ago here and I can't find the thread I got the link from now. Can anyone lend a hand? The layout included a quick reference for timing for each section and I was wanting to try it out on my next mock CAT.
