The correct answer is: A. I put down C at first so I dont understand why that is wrong..

This is due to parallelism. Remember, the idiom is not only X but also Y, where X and Y MUST be parallel.,

in A, we have not only by X, but also by Y This is actually parallel. In C, the omission of "by" breaks the sentence structure by spoiling its parallelism. "by X" is juxtaposed with "Y" instead of "by Y".
