The new "e-waste" salvage company collects electronic waste items, such as old cellular telephones and broken personal music players, discarding them as trash, to transport them to state facilities for recycling.

First, you need the comma after players to separate the non-essential clause - eliminat C
D is out because the which describes the players as what are discarded, not that waste items.
A - them is ambiguous

Ultimately down to B and E


Tricky, but 'that have been discarded as trash is still modifying waste items. The transports in B is parallel with collects at the beginning of the sentence.
