I think it's okay to use examples from your own life/country to support a point, as long as you take the time to explain in any important information that the reader may not know.

For example, I wouldn't write something like "Harsh penalties against littering do not work. Just look at my hometown of Villageton" since the reader has no idea about life in Villageton. However, if I take the time to explain the littering penalties and how they don't work in Villageton, then it's perfectly fine to mention it in an essay.
