I agree with vineeshp. I'm guessing it is probably a no-no based on policy (you should definitely check that).
However, the larger issue is whether a recommendation from him would even be helpful to you. A good recommender choice is someone who knows your work intimately, someone who can provide detailed anecdotes about and who can speak to who you are as a person and professional.
Just as it a fallacy to think that it would be advantageous to have the most senior person at your company (but who doesn't really work with you) write your recommendation, it would also be mistaken to think that having a relative or friend write one - if it were even allowed - would necessarily be to your benefit.
I would go a different way.
