depending on the Q and V scores ....I heard that a 700 could be a 90% or a 92% is that correct ?

Percentiles will vary at any point in time with the same raw score based on how they are calculated. The pool of test scores used to determine percentiles is fluid as it is within a certain timeframe of the test date. So yes, at one time a 700 could be the 90% and at another time it could be the 92%. For more detail on how percentiles and scores are calculated, you should consult the GMAT test administrator or mba.com.
