Third enrollment in a GMAT course - Need Advice

Hello,

I have taken the GMAT four times! I enrolled twice in a Manhattan GMAT course. My GMAT score 580. While my Gmat Math scores have been always above 40, in verbal I never scored above 26; my AWA = 6.0!
Curiously enough my highest GMAT score I got was on my first attempt, since then my score went down to 450 and back to 550 a year after. I put my heart and time during my preparation, covering all the materials, and emphasizing on quality over quantity. Nevertheless, on the real thing I could not perfomed well. That said, I am considering in starting from scratch ( I took my last exam on late April) and enroll in a different course ( I am considering Veritas) and take the test in a couple of months. I recently applied to Stern - Part Time MBA, and I was not admitted. I strongly believe that the reason was my GMAT score, because all my other components of the application were really solid.
I need advice!! At this point, I do not know if it is better to simply let it go, or study for the GRE instead, or re-enroll in a Veritas course to learn a different approach to solve the exam. My background: male, International ( South America), studied in a top business school in the US, work in Finance, 3.5GPA, and three years of work experience.
