Seattle, Minneapolis, and San Francisco have begun to enforce citywide bans prohibiting publicly funded events to provide bottled water.

A. prohibiting publicly funded events to provide bottled water

B. prohibiting that publicly funded events provide bottled water

C. prohibiting publicly funded events from providing bottled water

D. that bottled water cannot be provided at publicly funded events

E. that publicly funded events cannot provide bottled water

The answer is C....

Correct Idiom is Prohibits X from Y..... which is followed only by option C

This question also illustrates cause (ban) and effect (prohibition) relationship and therefore eliminating D and E straight away.
