Last year, land values in most parts of the pinelands
rose almost so fast, and in some parts even faster than
what they did
outside the pinelands.
(A) so fast, and in some parts even faster than what
they did
(B) so fast, and in some parts even faster than, those
(C) as fast, and in some parts even faster than, those
(D) as fast as, and in some parts even faster than,
those
(E) as fast as, and in some parts even faster than what
they did

stuck between D and E.

OA is D

Any suggestions?

I will go with D. E contains "they" without a clear referent.

D does not use the comparative form "faster" as well as E. But, if I remove the sentence between the two commas, it should still hold. And that happens with option D.

I think I'm going with option D.

Last year, land values in most parts of the pinelands rose almost as fast as (, and in some parts even faster than,) those outside the pinelands.

Correct idiom is:

as fast as
OR
so fast that

Also, D has the correct structure wherein if the sentence within the comma is removed, it still makes a complete sentence.

Therefore D is the right answer.
