iamcste - were you trying to say urban un-employment?

But yeah, IMO A as well...

Government assumes that eventhough its policy reduces in the number of farmers who can profitably grow cashews, the farmers will still continue to grow cashews...and thus makes the conclusion that the policy reduces un-employment...

However, option A points out that this government policy will actually results in un-employment...

A for me as well.
To summarize, the problem mentioned a cause for unemployment and mentioned it as the only cause. But the later part of the q asked to complete with alternate cause.

Choice A showed that alternate cause.

Why could the answer not be (E)?

By keeping the processing of cashew nuts in domestic territory prices may get higher than when processing is exported to a third world country.

This would result in processed cashew nuts that are too expensive on the market. Eventually this will mean that the processing plants need governmental aid so that prices can stay low. Otherwise people will get fired.
