IS MUST REFER TO THE ONLY ONE IF NOT, NO LOGIC
"one of the things that ARE" ARE MUST REFER TO THINGS, IF NOT, NO LOGIC.
this question is wrong because there is no "the only one"

even i was confused between B and C and opted for C as it says "keeps"
can anuone explain when to use plural(keeps) and when to use singular(keep)
till now i beleive that when u have a singular object we have to use plural and vice versa...
please correct me!

First error: Subject-verb agreement. SubjectA higher interest rate is only of the of factors, albeit an important one, that keeps the housing market from spiralling out of control, like it did earlier in the decade
Like is introducing a clause (it did earlier in the decade) that is incorrect. "As" is used to introduce a clause.
