imo:B

A. had expected it to and its business will improve

It doesnt have a clear antecedent.

B. had expected and that its business would improve
uses past perfect tense correctly and is parallel to " that its profits declined "

C. expected it would and that it will improve its business

D. expected them to and its business would improve

E. expected and that it will have improved its business

Usage of "would":

"would" can express a sense of probability or can express a hypothetical meaning.

i hope this helps
