Hi, there. I'm happy to help. :)

First a few terms. The dividend is the number being divided, and the divisor is what we divide by. In this problem, x is the dividend and y is the divisor. The general formula for division is:

(divididend)/(divisor) = quotient + [(remainder}/(divisor)]

When the result of division is a decimal, the integer part is the quotient, and the decimal part is the (remainder}/(divisor).

Here, x/y = 96.12, so 96 is the quotient, and 0.12 is the remainder/divisor.

0.12 = 9/x

0.12*x = 9

x = 9/0.12 = 900/12 = 300/4 = 75

So, x equals 75, answer = B.
