I'm not sure that this explanation is correct. Here is my explanation (but I'm no expert :D ):

The LCD is 6, which means 6 is a multiple of y AND 3. Y could either be 2 or 6. Since there are two possible values for y, statement I is not sufficient to uniquely determine y.
