I think the answer is B.


A) First in demand during the mid-seventies, the increased purchase of energy-efficient automobiles continued - Incorrect modifier
B) The increased purchase of energy-efficient automobiles, which were first in demand during the mid-seventies, continued, - Correct, SV agreement is fine.
C) After they were first in demand during the mid-seventies, the increased purchase of energy-efficient automobiles was continuing - Incorrect modifier, modifies "purchase"
D) Energy-efficient automobiles were first in demand during the mid-seventies, with the increased purchase continuing in them - Awkward construction
E) During the mid-seventies energy-efficient automobiles were in demand, and now the increased purchase of them has continued - - Awkward construction

You can knock out E based on redundant word "now", because "now" and "has" intend to mean that event is on going. Also, the second part ",and now the increased purchase of them has continued" is awkward.
