i m unsure of the logic behind answer...
what is the flaw in answer B .. please someone help me

495. Madagascar was one of the last habitable areas of the earth to undergo human settlement, which has made it an ideal site for researching rare flora and fauna.

"to" is preposition and must be followed by an object. "To have undergone" is wrong.

This option uses the incorrect present perfect tense 'to have undergone'. 'to have undergone' implies that Madagascar is still undergoing human settlement

The red part of the sentence is used as a non essential modifier in this option. This changes the meaning of the sentence. It seems to mean as if because Madagascar underwent human settlement, it is an ideal site.

This option uses the right tense and clearly shows the causal relationship.

"To have undergone" is wrong.
I dont think this phrase is incorrect. Ive seen in a lot of places where 'to + verb' is used. For instance Seems to have eaten, ought to have read etc.
