ratio of cups of flour to sugar

What is the ratio of number of cups of flour to number of cups of sugar in a cake recipe?

1) The number of cups of flour required in the reciped is 250% of number of cups of sugar required.
2) 1.5 more cups of flour than cups of of sugar are required in the recipe

[spoiler]OA is A, why not D. I am not clear why option (2) cannot give the ratio.[/spoiler]

IMO A.

ST 1: Relation is given in % , so we can find out ratio . === > SUFF

ST 2 : Relation is given in terms of times that is uncertain times of what ?

Suppose x cups of sugar is required , so 1.5x cup of flour . What is x ????

x can be 1 , 1.5 ..... etc anything. === > INSUFF

Let F = flour, S = sugar.

Statement 1: F is 250% of S
F = 2.5S
2F = 5S
F/S = 5/2.
Sufficient.

Statement 2: F = S + 1.5
If S = 1, F = 2.5, F:S = (2.5):1 = 5:2.
If S = 2, F = 3.5, F:S = (3.5):2 = 7:4.
Since the ratio can be different values, insufficient.

The correct answer is A.
