D. an array of buoys collects and transmits data on long term interactions between the ocean and the atmosphere that is affecting (Relative pronoun that is ambiguous)
E. an array of buoys collect and transmit data on long term interactions between the ocean and the atmosphere as (This sentence omits the word affects, due to which the meaning of the sentence changes)
These leave us with option A, which doesn't have any of the above errors.

I've actually chosen B for the answer at first...

I thought it's a singular, since it says an array of buoys...

Did the word "interactions" give the answer away?

IMO question is not reproduced correctly. A cannot be correct as written (AN ARRAY....COLLECTS AND TRANSMITS is required).

OA should not be A...its an array-singular hence collects and transmits!!
