IMO Idiom is Just as X, So Y

(B) Just as William Shakespeare was the preeminent poet of England, so Robert Frost

(D) Just as Congress is the legislative branch of the Federal government of the United States, so

2 - IMO -D

1- AS basically used for clause comparison and Just as A,so B is a idiom
2- D fits best .
