In an effort to reduce their overstock, many fashion designers have cut prices; their clothes have been priced to sell, and they are.

What do you mean by logic here ?

A/B - they are stands incomplete.
C/D - same as above have and they have stands incomplete.

Hence C.

If you are looking for meaning then fashion designers have cut prices; their clothes have been priced to sell means - priced in such a way to boost sales. Priced is the verb here and it has been reduced so as to boost sales.

For eg. The grocer priced his wares high. - he has kept the rates high compared to the price in other shops.
Similar to overprice, underprice. The mobile phones are overpriced in this shop.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.
