isn't the sentence saying that in 1980s Friscans mocked the claim...and then twenty years later the will made the boast a reality...i.e. the "reality" part happened after the mocking...right?
if so, we would NOT require the past perfect.

I have a doubt. We have two independent clauses and three incidents happening in the sentence,
1. mocking
2. boast becoming a reality
3. passage of 20 years
Now according to Eli's explanation, we are considering only the second clause of the sentence and the happenings in that clause.
Why is this so?
Please comment.
