Is the answer A ?

It cannot be B because the first part of the question is talking about " television costs". Soaring television costs cannot be compared with previous election.it is not logical.

If u chose A (a greater proportion than it was) then "it" refers to television cost. I hope i was clear.

in B, the second element of comparison is not clear. "costs" must be compared with "costs" . "they" is better than nothing.

I thought the answer should have been C but the OA is B.

Is "they have been" too wordy? I felt like there wasn't necessarily a clear comparison but I guess I was wrong.
