IMO A

compare to vs compare with = compare to - compares dissimilar things
between vs among = between - choosing between 2 things

If you're comparing two things, the correct word is "between." "Among" would be used for comparisons of 3 or more things. And the noun form of "compare" is correct to follow "base...on", not the gerund. The correct answer here is C.

"between" used for 2 things so B and D out.

"on" is a preposition and hence comparing (present participle) is incorrect, comparisons is more appropriate here.

GMAT is designed to kill :) I solve things I have no idea about just by seeing the same error more often. I try do study academically as much as possible but doesn't work half the time with these questions.
