According to United States census data, while there was about one-third of mothers with young children working outside the home in 1975, in 2000, almost two-thirds of those mothers were employed outside the home.

IMO C. All the other options has some errors. What is the source of the question?

check for minor grammar error.

no grammar error

check meaning logic

"children working", "working" refer to "children", not "mother". this is not logic. A is out

in B and D , "who worked" refer to "children" .not logic

in E, the long "with..." phrase refers to " almost two third.." no logic.
