Not until the Enlightenment, some 200 years ago, had society seriously questioned the right of the state that it could execute its citizens.
(A) had society seriously questioned the right of the state that it could execute
(B) did society seriously questioned the right of the state that it could execute
(C) had society seriously questioned the right of the state for the executing of
(D) did society seriously question the right of the state to execute
(E) had society seriously questioned whether the state had a right that it could execute

What should be the answer? Pl explain

I'll go with D. It is least awkward. I got it through POE.
I eliminated A and B because of "that it could execute"-distorts the meaning. The sentence would sound like the right is that one, which executes the citizens.
C is out since "for the executing of" is awkward.
E is out since it has whether and whether goes with or. Also if you put the a.c. in the sentece it will sound wordy, so it's out.

D is my answer.

Answer is D

This is all about tense usage. When the non underlined line is used in simple past, then the following lines needs to be in simple past. It is wrong to use past perfect when the sentence can be done with simple past.

A) Prior to underlined, the sentence is in simple past. Following lines are in past perfect....had..........it could execute (simple past)

B) did (simple past) society seriously questioned.........it could execute (simple past). Here questioned is wrong. Questioned comes in passive voice ex: He was questioned by the interrogator. Where as the sentence is in Active voice.

C) had...(as expl above)........ questioned(as expl above) ....for executing of (wrong )

D) Everything is right

E) too Wordy

I also believe that right to is idiomatically correct. You can also eliminate few choices using this.
