According to a 1996 survey by the National Association of College and University Business Officers, more than three times as many independent institutions of higher education charge tuition and fees of under $8,000 a year than those that charge over $16,000.

A) than those that charge
B) than are charging
C) than to charge
D) as charge
E) as those charging

OA: A.

I am not an expert and to be honest SC is my weakest. But i eleminated most of the options and was ultimately left with A.
Why i will tell u

B we are doing a comparison hence it should have the same verb. "charge"
c simply put. just say the whole sentence with it and u will know its wrong.
D & E we are comparing. as cannot be used. (as far as i have seen )

The problem is the idiom as...as. How are we using as....than?

Is "as" was used in A, then I would have also chosen A.

Please help.
