Parsing Parallelism

I don't understand the parallelism here. Explanation seems to suggest there's only one way to parse this (only one correct parallelism) and it seems to get the verb wrong too.

1) To conduct || To generate-

While taking the time [to conduct...] and [to generate]

Here, both to conduct and to generate is under the "taking the time" umbrella.
This is fine but the subject is "taking the time" SO it should be "IS" not "ARE"
Thus E, the OA, is wrong.

Is this correct analysis?

2) Taking the time to conduct || Generating advance hype

Here, the two -ING parallels and since its two actions so "ARE" is correct.

I completely agree with you.

In choice E, "Taking the time" is the subject, which is singular, so "IS" is required.
