B. would do the preperation of lists of America's most wanted terrorists
C. preparing lists of most wanted terrorists in America.
D.the preparing of a list of the most wanted terrorists in America
E. to prepare lists of the most wanted terrorists in America.

OA Answer: E

For me, C,D &E looks like altered intent. plz help me in understanding how OA is correct. From Manhatten review

ordered is subjunctive so should / would etc are wrong.
gerund form of verb is also incorrect incase of subjunctive. E is the only answer that has infinitive form.

"ordered to prepare" is correct form.

Although, at first E seemed to be the right answer, I got stumped by plural "lists" which I thought did not make sense. You prepare a list of something not lists.

E- correct because the president ORDERED them TO do something. ORDER TO.

The list should contain- Enron, Fannie Mae, Freddie Mac, AIG, Feds Bernake, Congress, and a lot of our neighbors.
