While many citizens feel powerless to influence national policy,it is actually effective to write to a Congressperson with an opinion.
A)it is actually effective to write to a Congressperson with an opinion.
B)writing to your Congressperson with your opinion is actually effective
C) to write to a Congressperson with an opinion is effective
D) that writing your opinion to your Congressperson is effective
E)the writing of an opinion to a Congressperson may be effective.

the orignal sentece is illogical. As written, it imples that one should write to "Congressperson who has an opinion". The second choice eliminiates the ambiguity. The third choice again has this ambiguity. The fourth choice is incorrect because the resulting sentence lacks a main clause. The fifth choice changes the meaning "may be".

Since sentence started with while.. i was never temp to pick ing-modifier. I though sentence structure must be "While X, Y".

a makes sense . E seems wrong because of using passive voice while the other part of the sentence " while many.... policy" is active voice....

B is the right answer according to me............. E changes the meaning of the sentence by introducing may be..........
