growth of democracy has generally followed industrial development in other countries
throughout the 20th century.

{A} - INCORRECT; we want the "as the .... " in past inorder to be inline with "have" so, "has" is incorrect
{B} - CORRECT
{C} - INCORRECT; "had" is not needed
{D} - INCORRECT; "follows" is wrong tense
{E} - INCORRECT; "generally" should act as Adverb

Has to be B

A - "has" redundant or not required
B-Correct
C-"had" not required
D-No-no "follows" is wrong usage
E-subtle Meaning change"growth of democracy generally followed industrail development" as in to say that wherever industrail development has happened democracy has followed suit

You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!
