The correct answer is B and here's why:

The question stem asks if x has 3 or more different positive factors. This will happen when x is not prime.

1. x is odd. x could be any integer, prime or not prime. Insufficient
2. 23<x<29 the only integers here are 24,25,26,27,28. There are no prime numbers and thus this is sufficient.
