28.A representative of the Women’s Bureau of the United States Department of Labor contends that employers who offer benefits which permit that employees can balance home and work responsibilities better, realizing gains in attendance, recruiting, and retention.

(A) which permit that employees can balance home and work responsibilities better, realizing
(B) which permit employees balancing home and work responsibilities better will realize
(C) that permit employees to balance the responsibilities of home and work better will realize
(D) that permit employees a better balance between the responsibilities of home and work, thus realizing(C)
(E) such that employees are permitted a balance between home and work responsibilities, and they will realize.

Correct ans is C

I think,answer should be (B) as which clearly refers to benefits better than that,can anybody explain me this.

Use of 'that' and 'change' is often interchangeable and not the deciding factor generally for a sentence to be correct. Only difference between 'which' and 'that' is that former is used in a non-restrictive clause and latter in a restricitve one. By that way too, 'that' fits better in the sentence as they are only these certain kinda 'benefits' which relize gains for companies. But still, 'which' can be used here too as there is no hardcore guideline for use of 'that' and 'which'.
The main reason for C being correct is the use of 'to' form instead of 'ing' form. The 'ing' form omits a necessary verb and makes "balancing home and work responsibilities" a modifier of 'employees' and hence is wrong.

IMO idiomatically C is better

permit X to Y

hence C is the correct answer

besides being idiomatically correct, C is gramatically correct too, unlike B.

One more thing

which generally is preceded by a comma telling us that is a non essential modifier. If the comma is not used ( I am not sure whether you just missed typing it or the Q did not has it) its a sign telling us that the essential modifier that has to be used.
