C - no proper connection to the object it is describing
D- Previous year was (bad comparision), we need figure in previous year
E- correct

it is a request to the original poster that kindly text the problem as discussion becomes a lot easier if we can read the choices straight way

A), B) modifier which has a wrong referent, leading to an illogical meaning.

C) "and largely offsets.." has no referent.

D) "the previous year was" is wrong, we need "that of the previous year" instead. We are

comparing two amounts, not an amount and the previous year.
